A.
Every
resident of the City who is the owner of a vehicle or lessee of a
vehicle under a lease of six (6) months or longer, and every regular
driver of a non-owned vehicle parked or garaged for more than six
(6) months in the City, shall pay an annual license fee of six dollars
fifty cents ($6.50) for such motor vehicle.
For each trailer operated and attached to the motor vehicle
shall be paid a license fee equal to six dollars fifty cents ($6.50).
B.
The
above rate shall apply unless such motor vehicle is used exclusively
outside of the City and that fact is shown by affidavit by such person.

The license fee shall be due and payable at the end of each
calendar year.
