It shall be unlawful for any person to stop, stand or park any
vehicle used for the purpose of carrying or hauling garbage, recycling
or rubbish on any public or private property in the City for a period
in excess of two (2) hours on any one (1) day. It shall also be unlawful
for any person to permit same to be done on any private property owned
by or under the control of such person. Such two (2) hour period shall
not include the time during which vehicles are stopped, stood or parked
in any building or enclosure adapted to permanent or continuous occupancy
for business or storage or time during which vehicles are actually
engaged in the process of hauling or carrying of such garbage, recycling
and rubbish.

It shall be unlawful for any person to accumulate or permit the accumulation of garbage, recycling or rubbish upon his/her premises beyond a time reasonably necessary for the collection and disposal thereof, but in no event exceeding fourteen (14) days. However, used yard wastes may be stored in accordance with Article
III of this Chapter for the purpose of composting.
