The provisions of this Article shall not apply to any person
who is engaged to perform work on any building, structure or other
works by a general contractor or builder.

The terms "general contractor" and "builder", as used in this Article, shall be defined to
mean any person acting as or being the employer of all workmen, mechanics
or laborers, whether the same are engaged directly by them or by some
subcontractor in the constructing of buildings, structures or other
works, or as any person who contracts directly with the owner of the
property to construct a part or the whole of any building, structure
or other works thereon.

It shall be unlawful for any person to act as or carry on the
business of a general contractor or builder within the City without
first obtaining a license to do so from the City.

The Board of Aldermen may revoke any license required by this
Division upon proof that such licensee has violated or failed to comply
with the Building Code of the City or any other ordinance of the City
relating to or regulating the construction of buildings or other structures
in the City.
