The Board of Supervisors of Fallowfield Township deems it necessary
for the general protection of the public and in the interest of the
general welfare of the Township of Fallowfield that parking be regulated
on certain Township roads, highways, intersections or other public
property specified as NO PARKING ZONES.
As used in this article, the following terms shall have the
meanings indicated:
BUSINESS OR RESIDENTIAL DISTRICT
The territory contiguous to and including a highway when
the property on the highway frontage for a distance of 300 feet or
more is primarily improved business or residence buildings.
PARK, STOP, STAND or ABANDON
Any portion or part of a vehicle not in motion, which sits
on, over, or obstructs any part of the main improved section of any
road or highway.
It should be unlawful to park, stop, stand or abandon any vehicle,
whether operated under its own power or not, at any time on the side
of any road or intersection in the Township of Fallowfield, with the
exception of a business or residential district.
Section
375-12 of this article shall not apply to the following:
A. This article shall not apply to emergency vehicles such as police,
Fire Department or ambulances while in the performance of their official
duties, nor is it applicable to road maintenance or utility vehicles
while performing work on or near any road or highway.
B. This article shall not be applicable to any commercial vehicle actually
engaged in unloading or loading.
C. This article shall not apply to any vehicle which is disabled in
such a manner and to such an extent that it is impossible to avoid
stopping and temporarily leaving a vehicle on a road or highway. When
this occurs, the owner of the vehicle should promptly notify Fallowfield
Township’s designated law enforcement agency or Township official
of the location of the vehicle and take whatever action is necessary
for the removal of such disabled vehicle within a reasonable period
of time.
The driver or owner of any vehicle shall not stop, stand, park
or abandon any such vehicle on any road or highway to such extent
that snow removal equipment, road maintenance equipment, or emergency
vehicles cannot perform their usual duties.
The driver or owner or any vehicle shall not stop, stand, park,
or abandon a vehicle in any area where appropriate signs have been
erected for the purpose of prohibiting parking, standing, stopping
or abandoning, or in any of the following areas:
A. On the road side of any vehicle parked or stopped at the edge or
the curb or street.
E. Upon any bridge or within any tunnel.
G. In any area between roadways of a divided highway.
H. In front of any public or private driveway which blocks ingress or
egress of said driveway.
I. Within 15 feet of a fire hydrant.
J. Within 75 feet from the entrance of a fire station.
K. On or next to a railroad crossing.
L. Within a handicapped zone.
M. Within a fire zone next to a public building.
N. Within any school zone or school crossing.
O. Alongside of or opposite any road or highway excavation.
