A. The
twelve (12) International Codes and National Electric Code identified
and listed below are adopted as the standards and ordinances of the
City of Pleasant Valley. The provisions of the twelve (12) International
Technical Codes and National Electric Code are hereby adopted by reference
herein as though fully set forth at length as authorized by Section
67.280, RSMo., and as of the effective date of this Chapter, in full
force and effect in the City of Pleasant Valley, Missouri, with any
modification as the City from time to time shall make by ordinance.
One (1) copy of each said International Code and National Electrical
Code will at all times be filed with the City Clerk and may be examined
and are available at the City Hall during regular business hours.

A. The
following shall be included as a revision to the Building Code referenced
in Section 500.010(1), International Building Code, Edition 2012:
1. Section 101.1 insert City of Pleasant Valley as
name of jurisdiction.
2. Sections 105.1.1 and 105.1.2 delete.
3. Section 105.2 delete. Sections 105.2.1,
105.2.2 and 105.2.3 shall remain.
4. Section 107.1 delete a portion of the "Exception"
paragraph so the paragraph shall read "The building official is authorized
to waive the submission of construction documents and other data if
it is found that the nature of the work applied for is such that review
of construction documents is not necessary to obtain compliance with
this code."
5. Section 113 delete the entire provision and replace
with the following: All appeals of orders, decisions, or determinations
made by the building official relative to the application of this
code, all appeals shall be heard and governed by the provisions of
500.070 of the City Code.
6. Section 1612.3 delete the entire provision and replace
with the following: Establishment of flood hazard areas. To establish
flood hazard areas, the applicable governing authority shall adopt
a Flood Hazard Map and supporting data. The City of Pleasant Valley
accepts the most current version of special flood hazards as identified
by the Federal Emergency Management Agency engineering report, as
amended or revised, with the accompanying Flood Insurance Rate Map
(FIRM) and Flood Boundary and Floodway Map (FBFM) and related supporting
data along with any revisions thereto. The adopted Flood Hazard Map
and supporting data are hereby adopted by reference and declared to
be a part of this Section. (405.030 City Code)
7. Appendix H, Section H 101.2 delete and any provisions in Appendix H that conflict with City Code Chapter
507 are hereby deleted.
B. The
following shall be included as a revision to the Building Code referenced
in Section 500.010(2), International Residential Code, Edition 2012:
1. Section R101.1 insert City of Pleasant Valley as
name of jurisdiction.
2. Section R105.2 delete. Sections R105.2.1,
R105.2.2 and 105.2.3 shall remain.
3. Section R106.1 delete the following statement "where
required by the statutes of the jurisdiction in which the project
is to be constructed".
4. Section R112 delete the entire provision and replace
with the following: All appeals of orders, decisions, or determinations
made by the building official relative to the application of this
code, all appeals shall be heard and governed by the provisions of
500.070 of the City Code.
5. Sections R313.1, R313.1.1, R313.2 and R313.2.1 are
hereby deleted.
6. Section R405.1 delete in its entirety.
7. Section R2603.5.1 insert 36" in both locations.
8. Section E3902.2 shall be amended by inserting the
following language at the end of the current language: Exception:
A dedicated receptacle supplying solely a garage door opener, or a
refrigerator, or a freezer that is clearly identified as "Not GFCI
Protected".
9. Section E3902.5 is amended by deleting the exception
provision and replacing it with a new provision to read and be numbered
as follows:
E3902.5.1 A receptacle supplying only a permanently
installed fire alarm and identified as "Not GFCI Protected".
E3902.5.2 A dedicated receptacle supplying
a sump pump and identified as "Not GFCI Protected".
E3902.5.3 A dedicated receptacle supplying
a refrigerator and/or freezer and identified as "Not GFCI Protected".
10. Section E3902.12 is amended by deleting the first
sentence thereof and inserting the following language: All branch
circuits that supply 120-volt, single phase 15- and 20-amphere receptacles
installed in bedrooms shall be protected by a combination type arc-fault
circuit interrupter installed to provide protection of the branch
circuit.
C. The
following shall be included as a revision to the Building Code referenced
in Section 500.010(3), International Fire Code, Edition 2012:
D. The
following shall be included as a revision to the Building Code referenced
in Section 500.010(4), International Mechanical Code, Edition 2012:
1. Section 101.1 insert City of Pleasant Valley.
2. Section 106.5.2 insert see schedule in Article
IV, Section
500.110 of the City Code.
3. Section 106.5.3 insert 0%.
4. Section 108.4 insert misdemeanor, $500.00, 90 days.
5. Section 108.5 insert $5.00; $500.00.
6. Section 109 delete the entire provision and replace
with the following: All appeals of orders, decisions, or determinations
made by the building official relative to the application of this
code, all appeals shall be heard and governed by the provisions of
500.070 of the City Code.
E. The
following shall be included as a revision to the Building Code referenced
in Section 500.010(5), International Plumbing Code, Edition 2012:
1. Section 101.1 insert City of Pleasant Valley.
2. Section 106.6.2 insert see schedule in Article
IV, Section
500.110 of the City Code.
3. Section 106.6.3 insert 0%.
4. Section 108.4 insert misdemeanor, $500.00, 90 days.
5. Section 108.5 insert $5.00; $500.00.
6. Section 109 delete the entire provision and replace
with the following: All appeals of orders, decisions, or determinations
made by the building official relative to the application of this
code, all appeals shall be heard and governed by the provisions of
500.070 of the City Code.
7. Section 305.4.1 insert 36" inches.
F. The
following shall be included as a revision to the Building Code referenced
in Section 500.010(6), International Fuel Gas Code, Edition 2012:
1. Section 101.1 insert City of Pleasant Valley.
2. Section 106.6.2 insert see schedule in Article
IV, Section
500.110 of the City Code.
3. Section 106.6.3 insert 0%.
4. Section 109 delete the entire provision and replace
with the following: All appeals of orders, decisions, or determinations
made by the building official relative to the application of this
code, all appeals shall be heard and governed by the provisions of
500.070 of the City Code.
G. The
following shall be included as a revision to the Building Code referenced
in Section 500.010(7), International Property Maintenance Code, Edition
2012:
1. Section PMC101.1 insert City of Pleasant Valley.
3. Section PMC302.4 insert 7" inches.

15th.

H. The
following shall be included as a revision to the Building Code referenced

following shall be included as a revision to the Building Code referenced
in Section 500.010(9), International Performance Code, Edition 2012:

following shall be included as a revision to the Building Code referenced
in Section 500.010(11), International Swimming Pool and Spa Code,

3. Section 105.6.3 insert 0% in Sections 2 and 3.

A. The following shall be included as a revision to the Electrical Code adopted in Section
500.010, Subsection (12).
(a) 210.12(A) "Dwelling Units". All 120 volt, single
phase, 15- and 20-ampere branch circuits supplying outlets installed
in a dwelling unit bedroom shall be protected by a listed arc-fault
circuit interrupter, combination type, installed to provide protection
of the branch circuit. (Exceptions No. 1, 2 and 3 will remain.)
(b) 406.12 "Tamper-Resistant Receptacles in Dwelling Units" is deleted.
