A. 
Any plumber, electrician or mechanical contractor holding a valid license to act as a plumber, an electrician, or a mechanical contractor, issued by any City located partially or entirely within Clay County, Missouri, which City requires an examination for procurement of such a license, shall be deemed to be licensed in the City of Pleasant Valley, Missouri, as a plumber, an electrician, or a mechanical contractor, as the case may be.
B. 
No person, firm or corporation shall install, alter, repair, replace or remodel any plumbing, gas or drainage piping work or any fixture or water heating or treating equipment in any building or premises within the City of Pleasant Valley without being duly licensed according to the terms of this Chapter with the exception that any permit required may be issued to the bonafide owner of any residential building or premises, provided that the owner purchases all materials and performs all labor in connection therewith and hires no assistants of any sort except the assistant to be duly licensed according to the terms of this Chapter. The above exception shall not include any new construction or any business, commercial or industrial building or premises.
C. 
No person, firm or corporation shall install, alter, repair, replace or remodel any electrical system in any building or premises within the City of Pleasant Valley without being duly licensed according to the terms of this Chapter with the exception that any permit required may be issued to the bonafide owner of any residential building or premises, provided that the owner purchases all materials and performs all labor in connection therewith and hires no assistants of any sort except the assistant to be duly licensed according to the terms of this Chapter. The above exception shall not include any new construction or any business, commercial or industrial building or premises.
D.
