The Board of Aldermen shall elect a Clerk for such Board of
Aldermen, to be known as "the City Clerk," whose duties and term of
office shall be fixed by ordinance.

It shall be the duty of the City Clerk, among other things,
to prepare all agendas of all meetings of the Board of Aldermen, to
keep a journal of the proceedings of the Board of Aldermen and all
of its committees, to record all ordinances in a suitable book for
recording ordinances, in which the Clerk shall safely and properly
maintain and keep all such ordinances and such other records and documents
belonging to the City which may be entrusted to the care of the Clerk;
the Clerk shall be the general legal custodian of all documents, records
and City Code of the City of Hallsville, Missouri; the Clerk shall
accurately and completely record all proceedings for the Board of
Aldermen and its various committees; he/she shall bring before the
Board of Aldermen all papers, complaints or other documents received
by him/her for the attention of the Board of Aldermen at their first
regular meeting following his/her receipt of any such reports, lists
or papers; the Clerk shall perform all other duties required of a
Clerk by State Statute or other ordinances of the City; the Clerk
shall perform all duties as may be, from time to time, ordered by
the Board of Aldermen or the City Administrator; the Clerk is empowered
to administer official oaths for all reasons of the City. Any monies
which may, at any time, come into the hands of the City Clerk and
belonging to the City shall be immediately delivered to the City Treasurer,
and the City Clerk shall perform all such other duties as my be requested
by him/her by the City Administrator.

A. The Treasurer shall perform such duties as may be prescribed
for him/her by statute or ordinance. He/she shall receive all money
paid to the City, either directly from the person paying it or from
the hands of such other officer as may receive it, and the Treasurer
shall disburse monies on warrants drawn by order of the Board of Aldermen.
He/she shall keep a just account of all monies received and disbursed
and a regular list of all warrants paid by him/her and shall cancel
each one so paid by writing or stamping the date of payment of the
same on or across its face.
B. The Treasurer shall make duplicate receipts in favor of
the proper parties for all monies paid into the treasury, and whenever
any warrants are presented for payment and there is no money in the
treasury, to pay the same, he/she shall register the same in a book
kept for that purpose, stating correctly the date, amount, number,
in whose favor drawn, and the date the same was presented; and all
warrants so presented shall be paid in the order in which they shall
be presented for payment.
C. No Treasurer shall refuse the payment of any warrant legally
drawn upon him/her and presented for payment, for the reason that
warrants of prior presentation have not been paid, when there shall
be money in the Treasury sufficient to pay such prior warrants and
any such warrant so presented; but such Treasurer shall, as he/she
shall receive money into the treasury, set the same apart for payment
of warrants previously presented and in the order presented so that
no warrant of subsequent presentation shall remain unpaid by reason
of the holder of the same failing to present such warrant for payment
after funds shall have accrued in the treasury for the payment of
same.
D. No interest shall be paid on any warrant presented for
payment after the funds for the payment of same shall have been set
apart, the date of which setting apart shall be registered by the
Treasurer.
E. As often, and in such manner as may be required by the
Board of Aldermen, the Treasurer shall furnish an account of the receipts
and expenditures of said City.
F. It shall be the duty of the Treasurer to submit to the
Board of Aldermen on or before the first day of June in each year,
a report showing the receipts and expenditures of the treasury and
amount of money on hand.
G. The Treasurer of the City of Hallsville shall, once every
year, settle his/her accounts with the Board of Aldermen, and if he/she
resigns or be removed from office or if he/she dies, his/her executor-administrator
shall immediately make such settlement and deliver to his/her successor
in office all things pertaining thereto, together with all monies
belonging to such City, and at the close of every term for which such
Treasurer shall have been appointed, from whatever cause it shall
occur, the Board of Aldermen shall immediately proceed to ascertain
by actual examination and count the amount of balance and funds in
the hands of the treasury to be accounted for. They shall also allow
such Treasurer such sum for his/her services as they deem just and
reasonable.

The City Clerk shall be compensated a salary as may be set from
time to time by the Board of Aldermen, and in no case shall be entitled
to receive any commission, fees, or percentages of any accounts or
receipts. The bond of the City Clerk shall be in the sum of at least
seventy-five thousand dollars ($75,000.00) and for any breach of conditions
of any such bond, suit may be instituted thereon by the City, or by
any person in the name of the City of Hallsville, Missouri, to the
use of such person.
