The Mayor, with the consent and approval of the majority of the members of the Board of Aldermen, shall appoint a Collector.

The person appointed Collector shall be at least twenty-one (21) years of age and need not be a resident or voter of the City. If a resident, however, no such person shall be appointed Collector who shall at the time be in arrears for any unpaid City taxes or forfeiture or defalcation in office. The person appointed Collector may also hold other appointive office in the City.

The Collector shall serve at the pleasure of the Mayor and the Board of Aldermen.

The salary of the Collector shall be established from time to time by ordinance.

A. 
Before entering upon the duties of his/her office, each person appointed as Collector shall give bond and security to the City to the satisfaction of the Board of Aldermen. The bond shall be conditioned that he/she will faithfully and punctually collect and pay over all taxes, revenue and monies due the City during his/her term of office and that he/she will in all things faithfully perform all the duties of the office of Collector according to law.
B. 
The bond required for the Collector is hereby fixed in an amount of twenty-five thousand dollars ($25,000.00) and shall be approved by the Board of Aldermen.

A. 
It shall be the duty of the Collector to:
1. 
Pay into the Treasury monthly all monies received from all sources which may be levied by law or ordinance, also all license fees of every description authorized by law to be collected and all monies belonging to the City which may come into his/her hands.
2. 
Collect and enforce payment of all taxes, fees or monies lawfully assessed or due the City by the laws and ordinances of the City, County or State.
3. 
Issue licenses or permits as may be required or authorized by law.
4. 
Maintain a tax book in which there shall be entered the name of each person owning property, personal or real estate, situated in the City and upon which a tax has been levied and opposite such name shall be entered the item of property, the assessed valuation thereof as returned by the appropriate officials of St. Louis County.
5. 
The duties of the Collector shall include all the duties required by law of a Collector and such other duties as may be prescribed by ordinance.

The Collector shall annually, at such times as may be designated by ordinance, make a detailed report to the Board of Aldermen stating the various monies collected by him/her during the year, and the amounts uncollected, and the names of the persons from which he/she failed to collect, and the causes therefor.
The Mayor may appoint a Deputy Collector to be approved by the Board of Aldermen, and when such Deputy Collector shall have taken and subscribed to the oath provided by this Code, he/she shall possess all the qualifications and powers and be charged with the same duties as the Collector.
