The Mayor, with the consent and approval of the majority of
the Board of Aldermen, shall appoint some qualified person, who need
not be a resident or voter of the City of Cool Valley, as Police Commissioner
who shall serve at the pleasure of the Mayor and Board of Aldermen.
If a resident, however, no such person shall be appointed Police Commissioner
who shall at the time be in arrears for any unpaid City taxes or forfeiture
or defalcation in office.

The Police Commissioner shall assist the Mayor and Board of
Aldermen in seeing that the ordinances and policies of the City with
respect to operation of the Police Department are carried out by serving
as an observer of department activities and additional liaison and
channel of communication between the department and the Mayor and
Board. The Police Commissioner may advise the Mayor and Board of Aldermen
of any matters pertaining to the staffing, equipping and operation
of the department which may warrant attention from time to time. The
Police Commissioner shall not have the power of arrest, nor shall
he or she have authority to direct the activities of the department
or any member thereof.
