A. The
City Engineer and Director of Public Works, in conjunction with the
several administrative department heads, are authorized and directed
to adopt, promulgate, abide by and enforce such internal administrative
programs and policies governing Cool Valley municipal activities as
may be warranted or desirable in order to, at a minimum, satisfy the
City's Phase II Storm Water Control Permit co-permittee obligations,
said programs and policies to be consistent with and derived from
the Model Operation and Maintenance Program Manual, February 2005,
developed and made available by MSD to meet the requirements in the
St. Louis Metropolitan Small MS4 Storm water Permit, Section 4.2.6.
B. Upon
adoption of such programs and policies, the City Engineer and other
staff are to notify MSD of same and provide copies thereof and any
additional documentation as may be required to discharge the City's
co-permittee requirements.
C. Appropriate
City staff are also authorized and directed to attend training offered
by MSD with respect to such programs and policies and to implement
the knowledge gained in managing City operations in conformity with
best practices in such matters.
