It is the purpose of this article to protect the public health,
safety, and general welfare of the residents of the City of Isanti
by instituting requirements for the collection of solid waste and
recycling materials. These requirements shall be in conformance with
the Isanti County Solid Waste Plan and Isanti County Solid Waste Ordinance
regulating the activities and licensing of solid waste and recycling
collectors.
Collectors of residential solid waste and recycling, licensed
by Isanti County, shall be required to register with the City Clerk
or his/her designee. This registration shall occur with existing licensed
collectors within 30 days after the effective date of this article
or, for proposed new collectors, upon notification to the City of
Isanti of an application for a license from Isanti County. There shall
be no charge for registration.
Registration shall require information on the location of the
residential solid waste and recycling collector's facilities, contact
person and phone number, area of operation and routes in the City,
and schedule of collection. The collector shall inform the City of
any change in information.
Operations of residential solid waste and recycling collectors
in the City shall be deemed to be ongoing under their license with
Isanti County, unless they inform the City that they are no longer
operating in the corporate limits. In the event the collector ends
operations in the City, the City shall receive 90 days' written notice
of termination of services.
Any person violating any provision of this article is guilty
of a misdemeanor and, upon conviction, shall be subject to the penalties
set forth in Minn. Stat. § 609.02, Subd. 3.
