There is hereby created the position of Purchasing Agent pursuant
to the authority of N.J.S.A. 40A:11-9. The Purchasing Agent shall
be appointed by resolution of the Township Committee for a term of
one year.
The Purchasing Agent shall have the authority, responsibility
and accountability for the purchasing activity of the Township, to
prepare public advertising for bids and to receive bids for the provision
or performance of goods or services pursuant to the requirements of
N.J.S.A. 40A:11-3a in the name of the Township and to conduct any
activities as may be necessary or appropriate to the purchasing function
of the Township as its contracting agent.
The individual appointed as Purchasing Agent shall possess a
qualified purchasing agent certificate issued pursuant to the terms
and qualifications established under N.J.S.A. 40A:11-9b through f.
In compliance with the provisions of N.J.S.A. 40A:11-3, the person duly qualified and appointed as Purchasing Agent in accordance with this Article
VIII is authorized to award contracts without public advertising for bids up to the threshold amount of $36,000 or as this amount is from time to time adjusted by the Governor pursuant to the provisions of N.J.S.A. 40A:11-3c.
