If any provision, subsection, word, section or article of these
regulations is invalidated by any court of competent jurisdiction,
the remaining provisions, subsections, words, sections and articles
shall not be affected and shall continue in full force and effect.
All other regulations and parts of other policies and regulations
inconsistent or conflicting with any part of these regulations are
hereby repealed to the extent of such inconsistency or conflict.
