As used in this Article, the following terms shall mean:
PRIVATE WATER SUPPLY SYSTEM
Any water well or other water system serving at least one
(1) person, residence, business, property or multi-dwelling unit.

A. The construction of any private water supply system within the corporate
limits of the City of Strafford, Missouri, is hereby prohibited unless
an application has been submitted and the following requirements have
first been met:
1.
The Board of Aldermen has voted to approve the construction
of said private water supply system, and the applicant has received
written notification of said approval; and
2.
The operator of any such private water supply system has obtained
an operating permit from the City of Strafford and the Missouri Department
of Natural Resources; and
3.
The system is constructed and operated in accordance with the
rules, regulations and requirements of the Missouri Department of
Natural Resources; and
4.
The system is not placed into operation until such time as the
City of Strafford, Missouri, and the Missouri Department of Natural
Resources has inspected and approved the completed system.

A. The construction of a private water supply system as set forth in Section
700.260 above shall not be given by the Board of Aldermen if it is determined:
1.
The City has the ability to provide water service to the area
to be served by the proposed private water supply system; or
2.
If the construction of the system would be adverse to planning
goals of the City or adverse to the health, safety or welfare or the
residents of the City.
