Motor vehicles and motorized equipment belonging to or acquired
by the City of Bloomfield or any department thereof are to be placed
in charge of and operated by authorized personnel only and to be used
and operated strictly for municipal purposes or such operation that
contributes to or is related to municipal service and the use of such
vehicles for private purpose or convenience is strictly prohibited
except in such cases as authorized by the Board of Aldermen or upon
an arrangement providing a daily or hourly rental return to the City
based upon the reasonable value of the service rendered.

The person, officer or employee of the City of Bloomfield making
use of a City-owned motor vehicle, whether as an incident to, or in
the regular performance of their occupation as an officer or employee
of said City, shall be required to maintain and keep in each vehicle
an official log or record of the operation of such vehicle, duly entering
therein the mileage record of hourly use of such motorized equipment
together with the date, and any maintenance or repair service required
before or during the operation thereof. All purchases of fuels, oils,
parts, or service shall be duly recorded in the vehicle log.

The logs of each vehicle or piece of motorized equipment shall
be turned in at least once a month to the City Clerk for reconciling
the information therein and to compile a permanent record of the cost,
expense, repairs and other pertinent information concerning the operation
of the equipment and the keeping of the cost date for record and accounting
purposes.

The use and operation of any City-owned vehicle or piece of
motorized equipment in the service of a private individual or for
non-municipal purposes may be authorized and arranged for upon an
agreement for the reimbursing the City for the reasonable cost of
the operation and maintenance thereof, including operator's salary
and a reasonable depreciation allowance. That a schedule of charges
based upon these items may be periodically set by the Board of Aldermen
for use of the supervising personnel in such cases.

City equipment for rental shall only be used following a work
order from the City Clerk and operated by a City employee while in
the employ of the City.

Nothing in this Article will prevent the use of any City vehicle
in matters concerning a public or private emergency or in the civil
defense activities in the community.
