There is hereby established a Fire Department for the City, which shall consist of a Chief, one (1) Assistant Chief, and such organized Volunteer Firemen as may be enrolled by the Chief with the consent of the Mayor.

The Fire Department shall have charge of the fire apparatus and shall keep the same in good order for immediate use, and for more effectually perfecting the Firemen in discharge of their duties shall as often as practicable thoroughly test the condition of the firefighting apparatus. Upon arrival at any fire, the members present shall take all necessary and proper action to extinguish such fire as quickly as possible and with the least damage possible. The Department shall take all reasonable steps necessary under the circumstances to prevent the spread of the fire and damage to adjoining property.

A. 
The Chief shall be appointed by the Mayor by and with the consent of the Board of Aldermen at the first regular meeting of the Board after the City election. The Chief and Assistant Chief shall hold office for a term of one (1) year and until his/her successor is appointed and qualified.
B. 
The Board of Aldermen may employ the number of full-time firefighters as the Board believes is needed for the City of Bloomfield, Missouri.

It shall be the duty of the Chief to examine and report quarterly to the Mayor the condition of the Department and its equipment, and to recommend such alterations and additions and changes as the Department may in his/her judgment require. It shall also be his/her duty to ascertain and report to the Mayor the condition and efficiency of the Fire Department and also file all reports necessary to meet the requirements of the State of Missouri.

A. 
There shall be a minimum one hundred dollar ($100.00) fee charged to the property owner for each fire call outside the City limits of the City of Bloomfield, Missouri. Additionally, the property owner shall be charged a fee of five hundred dollars ($500.00) per hour for each hour, or a proportional sum for each quarter hour, that the Bloomfield Fire Department is on the scene. The Mayor is hereby authorized to adjust the fee in the event the Director of Public Safety and Mayor do not believe this fee is adequate compensation.
B. 
For each fire call outside of the City limits, there shall be an additional charge to the property owner in the sum of twenty-five dollars ($25.00) per firefighter who participates in the fire call and thirty dollars ($30.00) for each officer of the Bloomfield Department of Public Safety who participates in the fire call.

A. 
When Volunteer Firemen respond to State emergency mutual aid as declared by the Governor of the State of Missouri, such Volunteer shall be paid at the rate of ninety-five dollars ($95.00) per day.
B. 
A day will be calculated for each twenty-four-hour period commencing at Midnight on the day the Volunteer Fireman leaves to go on the State emergency and ends at Midnight on the day he or she returns.
C. 
The Volunteer Fireman may be reimbursed for out-of-pocket expenses upon return and submission of receipts for expenses to the Board of Aldermen.
