As used in this article, the following terms shall have the
meanings indicated:
ALL-TERRAIN VEHICLE (ATV)
An engine-driven device which has a net weight of 900 pounds
or less, which is originally manufactured with a width of 50 inches
or less, which is equipped with a seat designed to be straddled by
the operator, and which is designed by the manufacturer to travel
on three or more low-pressure tires.
UTILITY-TERRAIN VEHICLE (UTV)
Designed to be used primarily off highway and was originally
manufactured and otherwise complies with the regulations stated in
W.S.A. s. 23.33(1)(ng).
Those portions of W.S.A. s. 23.33 that are pertinent to the
regulation and enforcement of the use of ATVs and UTVs on highway
are hereby adopted.
The purpose of this chapter is to establish routes for the safe
operation of ATVs and UTVs within the City of Rice Lake.

The operation of ATVs and UTVs is allowed on all City streets
except the following:
A. Main Street, from its intersection with Knapp Street on the north,
south to the south City limits.
B. South access from its intersection with Main Street on the east,
west to the City limits.
C. West Knapp Street, from its intersection with Main Street on the
east, west to the west City limits.
D. Hammond Avenue, from its intersection with West Knapp Street on the
south, north to the north City limits.
E. Haugen Avenue, from its intersection with Hammond Avenue on the south,
north to the north City limits.

ATVs and UTVs may be operated along City streets and alleys, except on streets prohibited in Rice Lake Code §
245-83, under the rules and regulations contained in Wisconsin Statutes s. 23.33, as amended from time to time, and the following:
A. All operators shall be at least 16 years of age and possess a valid
driver's license.
B. Every owner of any ATV or UTV shall carry liability insurance on
ATVs or UTVs operating within the City or be able to show proof of
financial responsibility in the event of any accident with said ATV
or UTV.
C. ATVs and UTVs shall not be operated at speeds in excess of the posted
speed limit, but in no circumstances are speeds in excess of 35 miles
per hour allowed.
D. ATVs and UTVs shall be operated in single file and shall not be operated
side by side.
E. Any violation of this article for which penalties are not found in Wisconsin Statutes s. 23.33(13)(a) shall carry forfeitures as designated under §
1-20 of the Rice Lake Code of Ordinances.
