No person shall carry on the business of bill posting or of distributing along or upon the streets, sidewalks or public grounds or thoroughfares of the city advertisements or handbills or post any handbills or advertisements without a license therefor.
A person desiring a bill poster's license shall execute a bond to the City of Rice Lake, conditioned for the faithful observance of the ordinances of the city, in the penal sum of $200.
The fee for a bill poster's license shall be as set forth in the fee schedule adopted as part of the annual budget document.
No person shall paste, post, paint, print, nail or otherwise fasten or append any handbill, poster, advertisement or notice of any kind on or to any sidewalk, tree, lamppost, utility pole, bridge or hydrant or upon any other article or property of the city or over which the city has control or upon any billboard, wall, door, gate or fence or other private property without the consent, in writing, of the owner thereof.
No person shall destroy, tear, mutilate, cover over or otherwise deface or injure any bill or poster, posted in such place as may be permitted, without the consent of the person on whose behalf it has been posted.
