The title of this ordinance is the City of Rice Lake 2016 through 2040 Comprehensive Plan Ordinance. The purpose of this chapter is for the City of Rice Lake, Barron County, Wisconsin, to lawfully adopt an updated comprehensive plan as required under § 66.1001(4)(c), Wis. Stats. Pursuant to § 66.1001(2)(i), Wis. Stats., a comprehensive plan shall be updated not less than once every 10 years.
The City Council of the City of Rice Lake, Barron County, Wisconsin, has authority under its City powers to appoint a City plan commission and to adopt this chapter. The comprehensive plan of the City of Rice Lake must be in compliance with § 66.1001(4)(c), Wis. Stats., in order for the City Council to adopt this chapter.
This chapter, adopted by a majority of the City Council on a roll call vote with a quorum present and voting and proper notice having been given, provides for the adoption by the City of a comprehensive plan under § 66.1001(4), Wis. Stats.
The City Council has adopted written procedures designed to foster public participation in every stage of the preparation of a comprehensive plan as required by § 66.1001(4)(a), Wis. Stats.
The Plan Commission of the City of Rice Lake, by a majority vote of the entire commission, recorded in its official minutes, has adopted a resolution recommending to the City Council the adoption of the City of Rice Lake 2016 through 2040 Comprehensive Plan, which contains all of the elements specified in § 66.1001(2), Wis. Stats.
The City of Rice Lake has held at least one public hearing on this chapter with notice in compliance with the requirements of § 66.1001(4)(d), Wis. Stats.
The City Council, by the enactment of this chapter, formally adopts the document entitled City of Rice Lake 2016 through 2040 Comprehensive Plan under § 66.1001(4)(c), Wis. Stats.
