Unless the context specifically indicates otherwise, the meaning of
terms used in this article shall be as follows. The term "shall" is mandatory;
"may" is permissive.
BOD (denoting "biochemical oxygen demand")The quantity of organic matter under standard laboratory procedure
in five days at 20° C. expressed in milligrams per liter. Quantitative
determination of BOD shall be made in accordance with procedures set forth
in Standard Methods.
BUILDING DRAINThat part of the lowest horizontal piping of a drainage system which
received the discharge from soil, waste, and other drainage pipes inside the
walls of the building and conveys it to the building sewer.
BUILDING SEWERThe extension from the building drain to the public sewer or other
place of disposal.
DOMESTIC WASTEWATERWastewater with concentrations of BOD and suspended solids no greater
than 558 milligrams per liter, total kjeldahl nitrogen (TKN) no greater than
74 milligrams per liter, and phosphorus no greater than 13 milligrams per
liter.
GARBAGESolid wastes from the domestic and commercial preparation, cooking
and dispensing of food and from the handling, storage and sale of produce.
GROUNDWATER RECLAMATIONReclamation of groundwater in connection with cleanup of gasoline
from leaking underground storage tanks. "Reclaimed groundwater" shall refer
to the groundwater that is reclaimed in this process.
HIGH-STRENGTH WASTEWATERWastewater with concentrations of BOD greater than 558 milligrams
per liter, total suspended solids concentrations greater than 558 milligrams
per liter, total kjeldahl nitrogen concentrations greater than 74 milligrams
per liter, or total phosphorus concentrations greater than 13 milligrams per
liter.
INDUSTRIAL WASTESThe liquid wastes from industrial manufacturing processes, trade
or business as distinct from domestic wastewater.
NATURAL OUTLETAny outlet into a watercourse, pond, ditch, lake or other body of
surface water or groundwater.
PERSONAny individual, firm, company, association, society, corporation
or group.
pHThe negative logarithm of the hydrogen ion concentration.
PROPERLY SHREDDED GARBAGEThe wastes from the preparation, cooking and dispensing of food that
have been shredded to such a degree that all particles will be carried freely
under the flow conditions normally prevailing in public sewers, with no particle
greater than 1/2 inch in any dimension.
SANITARY SEWERA sewer which carries wastewater and to which stormwater, surface
water and groundwater are not intentionally admitted.
SEWERA pipe or conduit for carrying wastewater.
SLUGAny discharge of water, wastewater, or industrial waste which in
concentration of any given constituent or in quantity of flow causes the capacity
of a public sewer to be exceeded or which adversely affects the operation
of the wastewater treatment plant.
STANDARD METHODSThe latest State of Wisconsin approved edition of Standard Methods
for the Examination of Water and Wastewater, prepared, approved and published
jointly by the American Public Health Association, the American Water Works
Association, and the Water Pollution Control Federation.
STORM SEWERA sewer which carries stormwater and surface water and drainage but
excludes wastewater and industrial wastes, other than unpolluted cooling water.
SUSPENDED SOLIDSSolids that either float on the surface of, or are in suspension
in, water, wastewater or other liquids and which are removable by laboratory
filtering.
WASTEWATERA combination of the water-carried wastes from residences, business
buildings, institutions, and industrial establishments.
WATERCOURSEA channel in which a flow of water occurs, either continuously or
intermittently.
Before making any connection to the sewage system, application for permit shall be made to the Director of Public Works. Such application shall specify the location of the connection, the lot number, building or location, and the owner's name and must give the name of the plumber who is to make the connection. The application must be accompanied by a permit fee as set by the Common Council by resolution if any opening is to be made in any public street, in which case no separate street opening permit under §
295-3 of this Code shall be required, nor shall a separate fee for a street opening permit under §
295-3 be required. No connection to the City sewer system shall be made by any person other than a licensed plumber or his employee, nor shall such connection be made until a permit has been issued therefor by the Director of Public Works.
