It is found, determined and declared necessary for the best
interest of this City that the existing waterworks system of the City
and the sanitary sewerage system of the City be combined into a single
utility to be known and designated as the "combined waterworks and
sewerage system of the City."
All property, real, personal, and mixed, comprising the now
existing waterworks system and the sanitary sewerage system as fully
described in the ordinance codified in this chapter, is found, determined
and declared to constitute the properties of the combined waterworks
and sewerage system of the City.

The Sewer and Water Committee is vested with full and complete
power to make such rules and regulation as it deems necessary and
proper for the efficient and effective operation of the City's combined
waterworks and sewerage system except insofar as that power is regulated
and controlled by this code or as the Council may hereafter provide.
The Council and the Sewer and Water Committee shall supervise and
direct the Director of Public Service in the performance of his duties
in regard to the combined waterworks and sewerage system.
