A Human Resources Department is hereby established to deliver
the highest quality and most effective human resources services to
all departments of the City of Milford, to provide effective development
and utilization of human capital and to provide effective communication,
interpretation and enforcement of human resource policies and procedures
throughout the departments of the City.
The Human Resources Director, also known as the Personnel Director,
shall be duly qualified and tested by a committee composed of the
City Attorney, Finance Director, Chairman of the Civil Service Commission
and two additional members who shall be appointed by the Chairman
of the Board of Aldermen. The committee's recommendations shall
be submitted to the Mayor, who shall be the appointing authority.
The Human Resources Director is to be appointed for a term of not
more than four years from the effective date of the appointment. It
shall be the Director's responsibility to direct all of the administrative
and technical activities of the Department.
