The City of Altoona shall continue to be a municipal corporation under its present name, "City of Altoona." As used in this Charter, the word "City" shall mean the City of Altoona in Blair County, Pennsylvania.
The boundaries of the City shall be the actual boundaries of the City at the time this Charter takes effect and as they may be lawfully changed thereafter. See Exhibit "A."[1]

This Charter shall become effective on the first Monday of January 2015, with regard to any matter set forth in this Charter with the exception of any matter directly related to any elective and/or appointive office and/or any City employee and the municipal government shall operate under the terms and provisions hereof from and after the said effective date. Any matter directly related to elective and/or appointive offices and/or any City employee set forth herein shall become effective on the first Monday of January 2016, and the said offices and/or City employee shall operate under the terms and provisions hereof from and after the said effective date and until such time shall be governed by the Third Class City Code and the Council-Manager Plan of the Home Rule Charter and Optional Plans Law.[1]

If any provision of this Charter is held invalid, the other provisions of this Charter shall not be affected. If the application of the Charter or any of its provisions to any person or circumstance is held invalid, the application of the Charter and its provisions to other persons or circumstances shall not be affected.
