A. 
No structure or land development shall hereafter be located, erected, constructed, reconstructed, repaired, extended, converted, enlarged or altered without full compliance with these regulations and all other applicable regulations which apply to uses within the jurisdiction of these regulations.
B. 
Failure to obtain a permit shall be a violation of these regulations and shall be punishable in accordance with § 102-33.
C. 
Permits issued on the basis of plans and applications approved by the Floodplain Administrator authorize only the specific activities set forth in such approved plans and applications or amendments thereto. Use, arrangement, or construction of such specific activities that is contrary to that authorized shall be deemed a violation of these regulations.
A. 
A notice of violation that a prohibited conduct has occurred at a location shall be served by placing into the United States mail a notice of the violation and mailing same to the last known address of the owner of said property.
B. 
The notice must contain the following:
(1) 
A statement of the date or dates upon which the prohibited conduct occurred at the property.
(2) 
The nature of the prohibited conduct and a directive that such conduct be abated within five days of the mailing of said notice.
Any person violating any provisions of this chapter shall pay a fine of not less than $100 nor more than $300.
For the purposes of jurisdictional applicability, this chapter shall apply in the Town of Elsmere. This chapter shall apply to all applications for development, including building permit applications and subdivision proposals, submitted on or after February 4, 2015.
