In special flood hazard areas, all development shall conform
to the standards hereinafter specified.
All new construction and substantial improvements shall be anchored
to prevent flotation, collapse or lateral movement of the structure,
resulting from hydrodynamic and hydrostatic loads, including the effects
of buoyancy. No manufactured home shall be located in a special flood
hazard area.
Water supply and sanitary systems shall conform to the following:
A. New and replacement water supply systems shall be designed to minimize
or eliminate infiltration of floodwaters into the system;
B. New and replacement sanitary sewage systems shall be designed to
minimize or eliminate infiltration of floodwaters into the systems
and discharge from the systems into floodwaters; and
C. On-site sewage disposal systems shall be located to avoid impairment
to them or contamination from them during flooding.
There shall be no encroachments, including fill, new construction,
substantial improvements, and other development unless certification,
with supporting technical data, by a registered professional engineer
is provided demonstrating, through hydrologic and hydraulic analyses
performed in accordance with standard engineering practice, that encroachments
will not result in any (zero feet) increase in flood levels during
the occurrence of the base flood discharge. Fences in the floodway
must be aligned with the flow and be of an open design.
