It shall be illegal within the Town limits of the Town of Wolcott
for any assembly of three or more persons to loiter in or upon any
public alley, public place, or any other area open to the general
public and to which the general public has a right to resort, so as
to obstruct or hinder access to or use of any part of such alley,
place or area by any member of the general public. Any person of said
assembly who violates this section shall be fined not more than $250.
The provisions of this chapter shall not apply to any of the
places, structures or areas specified in and controlled under the
provisions of C.G.S. § 53a-182.
Any resident of the Town of Wolcott who is a parent, guardian
or other person having custody of any unemancipated minor between
the ages of 16 years and 21 years, who knowingly permits or allows
such minor to loiter in or upon any alley, place or area, shall be
in violation of this chapter and shall be fined not more than $250.
