The Council hereby signifies its intention and desire to organize
an Authority under the Provisions of the Municipality Authorities
Act of 1945 as amended,
The Mayor, the President of Borough Council and the Secretary
thereof are hereby authorized and directed to execute on behalf of
the Borough of Spring Grove Articles of Incorporation for said Authority
in substantially the following form.
The proper officers of the Borough are hereby directed to cause
this article to be published as required by law for the publication
of ordinances, but setting forth only briefly the substance of the
proposed Articles of Incorporation, as permitted by Section 3 of the
Municipality Authorities Act of 1945, as amended.
The President and Secretary of Borough Council are further directed
to cause a notice of the proposed filing of the above Articles of
Incorporation to be published once in the York Legal Record and once
in a newspaper published and of general circulation in the County
of York, as required by the Municipality Authorities Act of 1945,
as amended.
The President and Secretary of Borough Council are directed
to file said Articles of Incorporation, together with the necessary
proofs of publication, with the Secretary of the Commonwealth, and
to do all other acts and things necessary or appropriate to effect
the incorporation of the Spring Grove Borough Authority.
The initial project which shall be undertaken by the said Authority
is: to acquire, hold, construct, improve, maintain, operate, own,
lease in the capacity of either lessor or lessee, sewers, sewer systems
or parts thereof and sewage treatment works, including works for treatment
and disposing of industrial waste, for the Borough of Spring Grove
and for such other territory as it may be authorized to serve.

An additional project shall be undertaken by said Spring Grove
Borough Authority, namely: to acquire, hold, construct, improve, maintain,
operate, own, lease either in the capacity of lessor or lesee, waterworks,
water supply works and water distribution system for the Borough of
Spring Grove and for such other territory as it may be authorized
to serve.
The following-named persons are hereby appointed as the first
members of the Board of the Authority, whose terms of office shall
commence on the date of appointment and shall be computed from January
1, 1952:
A. S. D. Wise, 116 West Constitution Avenue, Spring Grove, Pennsylvania,
five years.
B. David H. Hoover, 160 North Water Street, Spring Grove, Pennsylvania,
four years.
C. George F. Schrum, 159 South Water Street, Spring Grove, Pennsylvania,
three years.
D. Wm. F. Kellenherger, 164 North Walnut Street, Spring Grove, Pennsylvania,
two years.
E. Gordon L. Myers, 46 East York Avenue, Spring Grove, Pennsylvania,
one year.
