The following words, terms and phrases, when used in this chapter,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
PUBLIC PLACE
Any street, alley, park, public building, any place of business
or assembly open to or frequented by the public, and any other place
which is open to the public view, or to which the public has access.

It shall be unlawful for any person in the City to engage for
hire in the practice or occupation of fortunetelling, mind reading
or phrenology.

It shall be unlawful for any person in the City to conduct or
attend any cock fight or dog fight.

It shall be unlawful for any person in the City to engage in
any illegal occupation or business.

It shall be unlawful for any person to operate any motor boat,
launch or any other watercraft propelled by an internal combustion
engine, on the waters of the Shiawassee River within the limits of
the City, unless its motor is equipped with underwater exhaust or
operated at such a slow and quiet rate of speed as not to annoy, or
be a nuisance, by its sound, to any person within the City.

It shall be unlawful for any person in the City to beat, kick,
injure, torture or cruelly strike any dumb animal or aid or assist
another in so doing.
