Except where otherwise provided, any person who violates or
fails or refuses to comply with any provision of this chapter shall
be subject to a penalty of not less than $10 and not more than $100
for a first offense; a minimum penalty of $100 and maximum penalty
of $500 for a second offense; and a minimum penalty of $500 and maximum
penalty of $1,000 for a third or subsequent offense. In addition,
a custodial term of up to 10 days in the county jail for a second
offense and up to 30 days for a third or subsequent offense may be
imposed upon conviction.
