A. 
Any person who is found guilty of violating any of the provisions of this chapter shall, upon conviction, be punished by a fine of not less than $100 nor more than $1,000, or by imprisonment for a term not exceeding 90 days, or by a period of community service not exceeding 90 days, or by all of the above, and shall further be subject to pay the cost of removing or cleaning the litter or debris. A separate violation shall be deemed committed on each day during or on which a violation occurs or continues.
B. 
Any person who is found guilty of violating any of the provisions of this chapter within one year of the date of a previous violation of this chapter and who was fined for the previous violation shall be sentenced by the court to an additional fine as a repeat offender. The additional fine imposed by the court for a repeated offense shall be not less than the minimum or exceed the maximum fine fixed herein for violations of this chapter.
