In every building erected after April 22, 1952, a full-size
cleanout shall be provided in the house connection to the sanitary
sewer where the same enters the building. All cleanouts shall be placed
so as to terminate not less than four inches above the cellar floor
and shall be sealed with a screw ferrule with a proper brass plug.
Cleanout plugs shall not be removed, except for the purpose of cleaning
the house connection with the sanitary sewer.
During the construction of every building referred to in §
340-20 and in the installation of the house connections with the sanitary sewer, the end opening or openings shall be tightly sealed by caulking the screw ferrule with lead in the reverse position, in order that the plug cannot be removed to drain stormwater, ground seepage, mud or sand into said house connections with the sanitary sewer. All such openings shall remain sealed, except during the actual installation thereof, or when otherwise required to be opened in connection with the installation of the plumbing system.
In every building referred to in §
340-20, no connections or openings shall be permitted in the house connections with the sanitary sewer which are intended to or which may permit the drainage above or below the cellar floor level of any stormwater, ground seepage, mud or sand into the house connection with the sanitary sewer.
In every building referred to in §
340-20, all stormwater, ground seepage or surface water beneath or on cellar floors shall be collected in a sump pit from which it shall be pumped through a pipeline to the gutter of a street or a place other than a sanitary sewer.
No house sewer drain existing on April 22, 1952, shall be altered
or changed to permit the drainage above or below the cellar floor
level of any stormwater, ground seepage, mud or sand into the sanitary
house sewer or sanitary drain.
Subject to law, the agents and employees of the Township shall
have the right to enter any building and premises connected with any
sanitary sewer whenever necessary to examine the same or to do any
work therein or thereon.
