No person shall move any building or other structure in, into or across any public street, park or public place in the Township without first obtaining a permit therefor from the Township Engineer.
The fee for a permit referred to in § 367-34 shall be such fee as is provided in the Building Code of the Township.[1]

The application for a permit shall be:
A. 
Made in writing to the Township Engineer.
B. 
Signed by the owner of the building to be moved and the person to be entrusted with the moving.
C. 
Submitted to the Township Engineer at least 10 days prior to the date of the intended operation.
D. 
Accompanied by the following;
(1) 
A drawing showing the proposed route and the dimensions of the buildings to be moved.
(2) 
A description of the equipment which will be used in connection with the operation.
(3) 
The written consent of the proper county or state authorities in the event that the route shall include a county or state highway.
(4) 
The consent in writing of any public utility, as that term is defined by N.J.S.A. 48:1-1 et seq., to make any necessary change in the facilities of said public utility in the event that the properties or facilities of said utility are to be disturbed or affected in any manner by the moving of said building.
(5) 
Proof that all outstanding taxes, water claims and assessments levied against the land and building by the Township have been paid.
(6) 
The hours and date during which and when the moving operation shall take place.
(7) 
The lot and block numbers from which the building is being removed and the destination of the removed building.
When the application and accompanying data have been furnished, completed and filed as required by § 367-36, the Township Engineer shall notify the Construction Code Office, Tax Collector and the proper authorities in charge of the police and fire signal alarm systems, sewer and water, respectively, that such application has been filed and request each department and other proper authorities immediately to cause an inspection to be made of the building to be removed, the street route and the proposed new site and to report in writing to the Township Engineer the following:
A. 
Any objection to moving by reason of sewer and house connections to the water and sewer mains; interference with the police and fire signal alarm system; shade trees; streets; traffic; and any other public or private property along the route.
B. 
Whether it is deemed safe to use the proposed route and, if not, to recommend better and safer routes.
C. 
Advice as to the approximate work which is necessary in clearing or otherwise preparing said route by the removal or trimming of trees and temporary rewiring of the police and fire signal alarm system, as well as any other necessary work to permit such removal, together with the estimated cost and charge to be made for such work and the repair of said items upon the removal of the building.
D. 
If and when the owner, in the interest of public safety, should be required to fill in open excavations.
The permit required by this article shall not be issued by the Township Engineer until:
A. 
He is satisfied that the applicant has complied with all of the provisions of § 367-36 and no reasonable objection exists for the withholding of the permit by virtue of the provisions of § 367-37.
B. 
The applicant gives a bond in the amount of $250,000 with sufficient surety or sureties, conditioned for the payment of all loss or damage to any person or property resulting from so moving such building or structure.
