No person shall carry on the business of transporting passengers for hire in autocabs or limousines in the Township without first obtaining a license as required by N.J.S.A. 48:16-1 et seq. or N.J.S.A. 48:16-13 et seq., whichever is applicable. The Township shall determine by ordinance the number of taxi licenses available for issuance pursuant to the requirements of N.J.S.A. 48:16-2.1.

Each application for a license required by § 382-2 shall be filed with the Township Clerk, accompanied by the fee prescribed in § 382-6 of this article.
A. 
Each application for any license set forth in § 382-2 shall be referred to the Chief of Police, who shall investigate the applicant and make his recommendation with respect to the granting or rejection of the application.
B. 
The Township Clerk may not issue any license until the application has been approved by the Township Committee, after favorable recommendation by the Chief of Police.
C. 
No license shall be issued until and unless the applicant has complied with the provisions of N.J.S.A. 48:16-1 et seq. or N.J.S.A. 48:16-13 et seq., as the case may be, with respect to proof of insurance and delivery of power of attorney.

D. 
Upon the filing of the required insurance policy or bond, the Township Clerk shall issue a certificate or license, as the case may be, in duplicate, showing that the owner of the autocab or limousine has complied with the terms and provisions of N.J.S.A. 48:16-1 et seq. or N.J.S.A. 48:16-13 et seq. The certificate or license shall be in the form prescribed by N.J.S.A. 48:16-6 or N.J.S.A. 48:16-17, as the case may be.

E. 
The owner of an autocab shall cause to be displayed on the body of the vehicle the taxi license number issued to that vehicle. The number shall be three inches in height and located in the center of the rear quarter panels on the driver and passenger sides and the rear center line of the trunk of the vehicle. Each autocab shall display on each rear door of the autocab the name of the municipality or municipalities which have issued the autocab a taxi license in letters three inches in height.[1]

All licenses issued pursuant to the provisions of this article shall expire on December 31 next after the date of issuance.

The fee for each autocab service or limousine service is $50, plus $10 for each autocab or limousine which is covered under the required insurance policy.
