There is hereby created the office of Deputy Borough Administrator.
The Deputy Administrator shall be appointed by the Mayor with the advice and consent of the governing body. If the mayor fails to nominate within 30 days after the office of Deputy Borough Administrator is created or after the office becomes vacant or the Council fails to confirm any nomination made by the Mayor, then after the expiration of 30 days, the Council shall appoint the Deputy Borough Administrator, a majority vote having at least three affirmative votes being required for such purpose.
The term of office of the Deputy Borough Administrator shall be at the pleasure of the governing body.
The Deputy Borough Administrator may be removed by a two-thirds vote of the full governing body. The resolution of the removal shall become effective three months after its adoption by the governing body. The governing body may provide that the resolution shall have immediate effect; provided, however, that the governing body shall cause to be paid to the Administrator any balance of his salary and his salary for the next three calendar months following the adoption of the resolution.
The Deputy Borough Administrator shall be chosen on the basis of executive and administrative abilities and qualifications, with special regard to education, training and experience in government affairs and shall be a graduate of a duly accredited college or university.
The Deputy Borough Administrator shall receive such compensation as set from time to time by the governing body by ordinance.
A. 
Under the direction of the Borough Administrator, the Deputy Borough Administrator:
(1) 
Performs administrative, planning, and technical work in the coordination and management of municipal government.
(2) 
Performs management duties involving budgeting, purchasing, insurance, personnel, and other related functions.
(3) 
Serves as Acting Borough Administrator in his absence.
B. 
The positions of Deputy Borough Administrator and Deputy Superintendent of the Department of Public Works may be held by one person.
The Deputy Borough Administrator shall:
A. 
Work under supervision of the Borough Administrator. Perform highly responsible duties of a complex nature requiring the exercise of considerable judgment, initiative, and attention to detail.
B. 
Administer a wide-range of policies and procedures, many of which are not standardized. Interpret policies and adapt to individual circumstances.
C. 
Provide technical support and recommendations to the Borough Administrator, Finance Committee, and to municipal departments on financial matters, such as budget preparation, expenditure monitoring, revenue estimation and Reserve Fund transfers.
D. 
Serve as the Procurement Officer, Responsible Charge, ADA Coordinator, and any other designations made by the Borough Administrator.
E. 
Develop special management reports and coordinate projects for the Borough Administrator.
F. 
Direct the Borough grant program.
G. 
Assist in preparation of the annual budget.
H. 
Direct personnel administration, including compensation studies, performance evaluations, pension plan administration, assisting in labor negotiations, grievance processing, training and staff development.
I. 
Formulate and implement goals, policies, procedures, rules and regulations pertaining to Borough administration.
J. 
Assist in:
(1) 
Direction of operating departments: Department of Public Works, Traffic and Safety, Fire, Parks and Recreation, and Library.
(2) 
Administering and developing contracts for Borough services: sanitation, building maintenance, equipment rentals, cable TV, park maintenance, engineering, street lighting, legal services and others as may be required.
(3) 
Administering construction contracts.
(4) 
Establishing goals for Borough service.
(5) 
Preparation of Capital Improvement Program.
(6) 
Providing administrative support to department heads to assist them in accomplishing their administrative tasks.
(7) 
Codifying existing Borough service policies and developing and implementing new operation policies.
(8) 
Performing other duties as required.
