The following residential on-street parking permit system is
established by virtue of the authority granted by the State of New
York as set forth in NYS Vehicle and Traffic Law § 1640-O
and is limited to the specified public streets or portions of public
streets as set forth therein.
A. Residential parking permits. The owner(s) or tenant(s) of a residential
dwelling whose primary residence is located on a street in the residential
parking zone, as hereinafter defined, is eligible to obtain a residential
parking permit, limited to two per household. Applicants must submit
a valid driver's license, motor vehicle registration and a signed
application. Tenants may be required to provide a current copy of
their lease in addition to a signed affidavit from their landlord
attesting to residency.
B. Residential parking zone. The on-street Residential Parking Zone
as authorized by NYS Vehicle and Traffic § 1640-O shall
consist of the following streets: Oak Street from Broadway to Main
Street, Elm Street from Broadway to Main Street, Chestnut Street from
Broadway to Main Street, Walnut Street from Broadway to Livingston
Avenue, Hatch Terrace from Broadway to Walnut Street, Cedar Street
from Main Street to Palisade Street, Palisade Street from Cedar Street
to Chestnut Street and Riverside Place (the "residential parking zone").
C. Eligible residents. Residents whose primary residence bears an address
in the Residential Parking Zone shall be permitted to obtain a Residential
parking Permit to park on those streets at any time, irrespective
of the restrictions on non-permit holders. Properties with frontage
on any of the above streets and which are not eligible for Downtown
Resident permits are also deemed eligible residents under this section.
D. Restriction. Only vehicles properly exhibiting a resident parking
permit ("residential parking permit") shall be permitted to park in
the Residential Parking Zone in excess of the posted maximum limit
between the hours of 7:00 a.m. and 7:00 p.m., Monday through Friday.

E. An annual Residential Parking Permit shall be valid for the Village fiscal year, June 1 to May 31, in which it is issued upon payment of the required fee as established or amended by the Board of Trustees in accordance with. Ch.
175.

F. Residential Parking Permits shall be affixed to the top left interior
of the front driver's side window of the vehicle, or as otherwise
instructed by the Village. Residents who appear as scofflaws on the
Village records are not eligible to obtain a Residential Parking Permit.
G. Residential Parking Permits are not transferrable to another person
or to another vehicle.
H. Nothing in this article shall alter the rules regarding use of spaces
regulated by ay parking control device located within the residential
parking zone. A residential Parking Permit shall not exempt a resident
from purchasing time in spaces regulated by parking control devices.
I. This article shall have no effect on provisions of the Code relating
to alternate side of the street parking.
J. Violation of this section shall be subject to a fine of $50, and
the violator shall not be eligible to obtain a new Residential Parking
Permit for a period of one year from the date of the violation.
K. Vehicles registered pursuant to NYS Vehicle and Traffic Law § 404-a
as identified by the display of a valid New York State handicap parking
plate shall be exempt from the Residential Parking Permit requirements
set forth in this section.
