The purpose of this regulation is to stop and prevent the improper disposal of hazardous wastes into our drainage systems. These include many common household hazardous wastes, such as waste automotive oils, solvents, antifreeze, pool chemicals, etc. The illegal disposal of hazardous wastes into Town drainage systems, which includes combined storm and sewage drainage systems, poses various threats to public health, waters, and the environment. There now exist safe available methods for proper disposal of these wastes. Therefore, the following regulations are adopted as reasonable and are intended to provide and promote protection of public health and the environment.
No person or entity shall place, allow to flow, or cause to discharge into the drainage systems in the Town of South Hadley any defined hazardous wastes.
A. 
Any person or entity in violation of these regulations shall be subject to the following penalties:
(1) 
First offense: $25.
(2) 
Second offense: $50.
B. 
Additionally, the party responsible, and in violation to this regulation, shall be in debt for the payment of any incurred expenses by the Town of South Hadley.
These regulations shall become effective on September 20, 1989.
