1. 
The 2003 International Building Code is amended as follows:
A. 
Chapter 15, § 1510.3, is hereby amended by adding a new subsection:
1510.3.1 Reroofing when fire-rated plywood underlayment is present. "New roof coverings shall not be installed without first removing all existing roof coverings, including the fire-rated plywood underlayment, where any of the following conditions occur:
1. 
Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing.
2. 
When the existing roof covering is wood shake, slate, clay, cement or asbestos-cement tile.
3. 
Where the existing roof has two or more applications of any type of roof covering.
4. 
Where the existing FRT roof of an attached building was constructed prior to January 1, 1992.
