There is hereby created a Police Department for the Township
which shall consist of the Chief of Police, who shall be ex officio
superintendent of police and such other members as may be provided
for by the Board of Supervisors by resolution or ordinance. The Chief
of Police shall be the chief executive of the Police Department. He
shall, under the direction of the Board of Supervisors or their designated
representative, be in charge of the police force and have the supervision
over its members in the exercise of their powers, duties and authority.

The Chief of Police shall be appointed by the Board of Supervisors.
All other appointments to or promotions within the department shall
be made by said Chief of Police with the approval and consent of the
Board of Supervisors.

The Chief of Police shall be the head of the department and
have supervision over all officers and members thereof. Subordinate
to the Chief of Police in the Police Department, the following classifications
are hereby established, patrolmen and such additional classifications
that the Township Supervisors shall, from time to time, establish
by resolution or ordinance. The order of authority among such subordinate
classification shall be in the order above listed. The number of persons
to serve in each subordinate classification on a full or part-time
basis and a compensation of each shall be as determined by the Board
of Supervisors of Manchester Township.

The Chief of Police shall keep such records and make such reports
concerning the activities of his department as may be required by
statute or by the Board of Supervisors. The Chief shall be responsible
for the performance by the Police Department of its functions and
all persons who are members of the Police Department shall serve subject
to the orders of the Chief of Police.

It shall be the duty of the members of the Police Department
to see to the enforcement of all of the ordinances of the Township
of Manchester and all statutes applicable therein and to preserve
order and prevent infractions of the law and arrest violators thereof.

No member of the Police Department, except the Chief, shall
serve any process except on command of the Chief of the Police Department.

It shall be the duty of every member of the Police Department
to conduct himself or herself in a proper and law-abiding manner,
at all times, and to avoid the use of unnecessary force. Each member
of the department shall obey the orders and direction of his superior.

Every member of the Police Department shall appear as witness
whenever this is necessary in a prosecution for a violation of an
ordinance or of any state or federal law. No such member shall retain
any witness fee for service as witness in any action or suit to which
the Township is a party except as the Board of Supervisors may, by
resolution or regulation provide, subject to any provision to the
contrary contained in said regulations or resolutions, any fees paid
for such services shall be turned over to the Chief, who shall deposit
the same with the Township Treasurer.

The Chief of the Police Department may make or prescribe such
rules and regulations as he shall deem advisable, such rule, when
approved by the Board of Supervisors, shall be binding on such members.
Such rules and regulations may cover, besides the conduct of the members,
uniforms and equipment to be worn or carried, hours of service, vacations
and all other similar matters necessary or desirable for the better
efficiency of the Department.

Any person of good character having duties which require it
may be appointed a special policeman by the Board of Supervisors,
provided, that, except upon authorization by the Board of Supervisors,
no such special policeman shall be entitled to any compensation from
Manchester Township, nor shall such special policeman be considered
an employee of Manchester Township by reason of such appointment.
Special policemen shall obey all rules of the Police Department applicable
to them and may be deprived of their opportunity by the Chief or the
Board of Supervisors at any time.

The Chief of Police shall have the custody of all lost, abandoned
or stolen property recovered in the Township of Manchester.

With the approval of the Board of Supervisors of Manchester
Township, the Chief of Police may establish such departments, divisions
and subdivisions thereof as may be necessary to carry out the purpose
of this Part.

The Chief of Police, for meritorious service rendered by any
member of the Police Force in the due discharge of his duty, may permit
such member to retain for his own benefit, so far as he may be permitted
by law, any reward or present tendered him therefore and it shall
be cause of removal for any member of the force to receive any such
reward or present without notice thereof to the Chief of Police and
without his permission.

The Chief of Police shall serve for such term as may be prescribed
by the Board of Supervisors and the Board of Supervisors are hereby
empowered to negotiate an employment contract containing such terms
and conditions and prescribe such qualifications as they deem to be
in the best interest of Manchester Township.
