The Board meeting room, training (EOC) room, small conference rooms and multipurpose room of the Township building shall be available at no charge for use by all Manchester Township Boards and Commissions and by the Manchester Township Municipal Authority or for Township sponsored activities. The Boards, Commissions and Authority shall have first priority in scheduling of the Board meeting room, training (EOC) room, small conference rooms and multipurpose room.

If no Township Board, Commission or Authority is using the Board meeting room, training (EOC) room, small conference rooms or multipurpose room, it may be made available at no charge to the Northern Regional Police Commission, any other joint board, authority, commission or association of which Manchester Township is a member, the Alert Fire Company, the Central York School District and Central York Communities that Care, the County of York or any agency thereof, the Commonwealth of Pennsylvania or any agency thereof and the United States government or any agency thereof. Any request from such agencies shall be made to the Township Manager or his designee and shall be scheduled by the Township Manager or his designee on a first come, first served basis.

The facilities shall not be available for use by any organization or groups other than those specifically authorized by Subsections 1 and 2 of this Part, except as provided in Subsection 5 of this Part.

Unlocking and locking of the building and facility for use by any organization authorized by this Part shall be done only by a member of the Board of Supervisors, Township staff or other person specifically authorized by the Township Manager or his designee.

Requests for special uses of the Board meeting room, training (EOC), small conference rooms and multipurpose room or for use by organizations not specifically provided for by this Part may be considered by the Township Manager or his designee on a case-by-case basis and on a first come, first served basis. Any such request shall be made to the Township Manager or his designee, in writing, not less than 24 hours prior to the proposed use of the facilities. Such use shall be at the rates established by the Board of Supervisors and shall be limited to short term or one-time events only. In no event shall any Township building facility be rented or used by other organizations for events recurring on a daily, weekly or monthly basis. Any such use by other organizations shall be approved only if such use does not conflict with the uses specifically authorized by Subsections 1 and 2 of this Part.
