A certain document, three copies of which are on file in the Department of Inspections in Upper Chichester Township, being marked and designated as the International Property Maintenance Code, 2012 edition, including Appendix A, as published by the International Code Council, be and is hereby adopted as the Property Maintenance Code of Upper Chichester Township, in the State of Pennsylvania for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Property Maintenance Code on file in the Department of Inspections of Upper Chichester Township are hereby referred to, adopted, and made a part hereof, as if fully set out in this legislation, with the additions, insertions, deletions and changes, if any prescribed in § 429-10 of this article.

The following sections are hereby revised:
A. 
Section 101.1 Title is supplemented by inserting "Upper Chichester Township" as the name of the jurisdiction.
B. 
Section 103.5 Fees is supplemented with the then-current fee schedule(s) as set by the Board of Commissioners of Upper Chichester Township from time to time.
C. 
Section 112.4 Failure to Comply concerning failure to comply to stop-work orders is supplemented to read:
"Any person who shall continue any work after having been served with a stop-work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be liable to a fine of not less than $100 or more than $100,000."
D. 
Section 302 Exterior Properly Areas is amended to add Section 302.3(a), Section 302.3(b) and Section 302.3(c):
§ 302.3(a) Responsibility for Removal of Snow and Ice from Sidewalks. Every person in charge or control of any building or lot of land fronting or abutting on a paved sidewalk, whether as owner, tenant, occupant, lessee, or otherwise, shall remove and clear away or cause to be removed or cleared away, snow and/or ice from a path of at least 36 inches in width from so much of said sidewalk as is in front of or abuts on said building or lot of land. Snow and ice shall be removed from sidewalks within 24 hours after the cessation of any fall of snow, sleet or freezing rain.
§ 302.3(b) Responsibility for Removal of Snow and Ice from Roofs. Every person in charge or control of any building or other structure, whether as owner, tenant, occupant, lessee, or otherwise, shall remove and clear away, or cause to be removed and cleared away, any accumulation of snow and ice on said building or other structure which is liable to fall on any sidewalk, roadway, or other public way. Such work shall be completed within a reasonable time, but not later than 24 hours after the cessation of any fall of snow, sleet, or freezing rain.
§ 302.3(c) Responsibility for Removal of Snow and Ice from Common Parking Lots and Access Road/Driveways to Common Lots. All common parking lots and access road/driveways to common lots are required to be clean of snow and/or ice within 24 hours from the cessation of any fall of snow, sleet, or freezing rain. A path is required to be cleared from access road/driveway to common lots a minimum of six feet to allow emergency vehicle access.
E. 
Section 302.4 Weeds is supplemented by inserting "eight inches" as the height in inches for weeds and plant growth.
F. 
Section 302 Exterior Property Areas is amended to add Section 302.10:

302.10 Off-Street Parking. Provided all other applicable Township ordinances are complied with, the parking of vehicles off-street must comply with the following:

All parking areas, loading areas and driveways shall be graded and surfaced with asphalt or other suitable materials to prevent dust and erosion. Such areas shall also be drained in conformance with municipal standards to prevent excessive water flow onto streets or adjoining properties.
2.
Parking or storage of disabled, partially dismantled or junk cars, trucks, boats or other vehicles shall be permitted on a lot for a continuous period of not more than seven days.
3.
RVs, boats, trailers, must be parked at all times behind front building lines in a standard parking space which shall be 9 feet wide and 18 feet long, an area of 162 square feet.
G. 
Section 304.14 Insect Screens is edited to read:
"At all times, every door, window and other outside opening required for ventilation of habitable rooms, food preparation areas, food service areas or any areas where products to be included or utilized in food for human consumption are processed, manufactured, packaged or stored shall be supplied with approved tightly fitting screens with a minimum 16 mesh per inch (16 mesh per 25 mm), and every screen door used for insect control shall have a self-closing device in good working condition."
H. 
Section 602.3 Heat Supply is edited to read:
"Every owner and operator of any building who rents, leases or lets one or more dwelling units or sleeping units on terms, either expressed or implied, to furnish heat to the occupants thereof shall supply heat at all times to maintain a minimum temperature of 68° F. (20° C.) in all habitable rooms, bathrooms and toilet rooms."

Section 602.4 Occupiable Work Spaces is edited to read:
"Indoor occupiable work spaces shall be supplied with heat at all times to maintain a minimum temperature of 65° F. (18° C.) during the period the spaces are occupied."
