A certain document, three copies of which are on file in the
office of the Borough Manager of the Borough of Hummelstown, being
marked and designed as the International Property Maintenance Code,
2018 Edition, as published by the International Code Council, be and
is hereby adopted, for regulating and governing the conditions and
maintenance of all property, buildings and structures; by providing
the standards for supplied utilities, and facilities and other physical
things and conditions essential to ensure that the structures are
safe, sanitary and fit for occupation and use; and the condemnation
of buildings and structures unfit for human occupancy and use, and
the demolition of such existing structures as herein provided; providing
for the issuance of permits and the collection of fees therefor; and
all of the regulations, provisions, penalties, conditions and terms
of said Property Maintenance Code, on file in the office of the Borough
of Hummelstown, are hereby referred to, adopted, and made a part hereof,
as if fully set forth in this Part, with the additions, insertions,
deletions and changes, if any, as prescribed in this Part. From the
date by which this Part shall take effect, the provisions thereof
shall be controlling in the maintenance of all structures, and in
all other subjects therein contained, within the corporate limits
of the Borough of Hummelstown.

All the provisions of the Code Enforcement Ordinance [Chapter
5, Part
1] of the Borough are hereby adopted with this Part. The administration and enforcement of this Part and of the International Property Maintenance Code, herein adopted, shall be carried out by the Office of Code Enforcement of the Borough in accordance with the procedures established by the Code Enforcement of the Borough and by the International Property Maintenance Code adopted herein. Said Code Enforcement Ordinance [Chapter
5, Part
1] provides for certain powers and duties of a Code Enforcement Officer, for the creation of a Code Hearing Board and for procedures relative to applications, fees, permits, inspections, appeals, penalties and other matters.

1. The following sections and subsections of the International Property
Maintenance Code herein adopted are hereby deleted in their entirety:
A. Section PM-105.0 - Duties and Power of Code Official.
B. Section PM-106.1, 106.3 - Unlawful Acts, Prosecution.
C. Section PM-107.0 - Notices and Orders.
D. Section PM-108.0 - Unsafe Structures and Equipment.
E. Section PM-109.0 - Emergency Measures.
F. Section PM-110.0 - Demolition.
G. Section PM-111.0 - Means of Appeal.

1. The following sections and subsections of the 2012 International
Property Maintenance Code are hereby amended to read with the following
language or insertion changes, as follows:
A. Section 101.1 - Title. These regulations shall be known as the International
Property Maintenance Code of the Borough of Hummelstown, hereinafter
referred to as the Property Maintenance Code or referred to as "this
code."
B. Section 103.5 - Fees. This section shall delete from the end thereof
"as indicated in the following schedule" and an insertion added to
read "in accordance with a schedule of fees adopted by Borough Council
from time to time by Resolution of Council."
C. Section 106.4 - Penalties. Any person who shall violate any provision
of this code shall, upon conviction thereof, be sentenced to pay a
fine not exceeding $1,000 and costs of prosecution or, in default
of payment, to imprisonment for a term not to exceed 30 days. Each
day a violation of this code continues shall constitute a separate
offense.
D. Section 112.4 - Failure to Comply. This section shall establish the
penalty as that established by Section 106.4.
E. Section 302.4 - Weeds. The first sentence is revised to read: All
premises and exterior property shall be maintained from weeds or plant
growth in excess of 8 inches."

F. Section 302.8 - Motor Vehicles. The first sentence is revised by
deleting the words "no vehicle" in the second line thereof and inserting
the words "no more than one vehicle" in place thereof.
G. Section 304.12 - Insect Screens. The period of required window screens
is established as being from May 1 through October 31.
H. Section 602.3 - Heat Supply. The period of requited heat supply is
established as being from October 1 through May 16.
I. Section 602.4 - Occupiable Work Spaces. The period of required heat
supply for these spaces is established as being from October 1 through
May 16.
J. Section 605.1 - Installation. This section is revised to read "All
electric equipment, writing and appliances shall be installed and
maintained in a safe manner in accordance with the requirements of
the Uniform Constriction Code-most recently adopted version of the
International Residential Code or International Building Code, whichever
is applicable. All electrical equipment shall be of an approved type."
