MOTOR-DRIVEN VEHICLE
PARK
REMOTELY OPERATED MOTORIZED CRAFT
As used in this Part, the following terms shall have the meanings
indicated:
Any two-, three- or four-wheeled bicycle, vehicle or conveyance
that is motor-propelled or contains a motor to assist the operation
of said vehicle and which vehicles are commonly referred to as dirt
bikes, scooters, minibikes, go-carts, all-terrain vehicles (ATV's),
utility vehicles (UTV's), snowmobiles, dune buggies and trail
bikes, which vehicles by their nature and design are not intended
to be used and operated along paved roads and highways but are intended
rather to be operated in dirt, sand, up and down hills, along trails
and in similar type areas.
Any park, playground or recreational facility/area owned
and operated by the Township of North Fayette or a charitable organization
for the use of the public for entertainment, amusement or recreational
purposes.
Remotely controlled vehicles (cars and/or trucks) of any
kind.

The following rules and regulations govern the use of all Township
parks and recreational areas:
A.
Restriction of Use of Motor-Driven Vehicles and Remotely Operated
Motorized Crafts. There shall be no remotely controlled vehicles (cars
and/or trucks) on any baseball field.

(1)
No person shall operate a motor-driven vehicle on any unpaved
thoroughfare, walking trail, grassy areas, sidewalks or maintenance
access roads within the Township unless otherwise authorized by the
Township Board of Supervisors, or designee.
(2)
The restrictions set forth herein shall not apply to the operation
of emergency and maintenance vehicles within any park in the Township.
B.
Animals.
(1)
No person shall be permitted to bring any animals, except dogs
or household pets, into any park within the Township.
(2)
Dogs and household pets shall be kept on a leash and under control
of a responsible person at all times, and shall not be permitted in
certain areas as designated by the Township Board of Supervisors.
Dogs are permitted to be unleashed in the fenced dog park area, or
other area designated by the Township staff, however, they must be
controlled by the handler.

Pet owners are required to clean up after their pets and deposit
any used waste bags in a trash receptacle.
C.
Use of Park Facilities.
(1)
Picnics shall be permitted only at locations designated as such
by the Township of North Fayette Parks and Recreation Board or the
Township Board of Supervisors. Persons using the park, fields, pavilions
or other Township-owned facilities shall be responsible for clean
up of the area and ensure all waste and other garbage is placed in
the proper receptacles.
(2)
Possession and consumption of alcoholic beverages is strictly prohibited on Township-owned park and recreational facilities/areas, except as otherwise permitted by the Township Board of Supervisors as set forth pursuant to Chapter 6, "Conduct," Part 5, "Use and Consumption of Alcohol in Public Places," of the Township of North Fayette Code of Ordinances.

No firearms of any nature shall be used within any Township
park area as defined herein.

D.
Use of Equipment and Playing Fields.

(1)
Equipment shall not be left in such a location as to inhibit
the use of a playing field or create a safety hazard. This includes,
but is not limited to, pitching screens, hitting screens, synthetic
mounds, soccer nets, football sleds or any type of sports equipment
that would impede the usage of the field by the general public.
(2)
Any person using a playing field shall return the field to its
original condition and ensure all garbage is disposed of. This includes
dugouts and bench areas.
(3)
Playing fields shall not be used for contact sports such as
football, rugby or soccer when the ground is wet and the turf may
be damaged. Baseball fields may not be used when infields are saturated,
muddy, puddled or unsafe for play. There shall be no field light usage
without prior authorization.
E.
Disorderly Conduct.
(1)
No person shall injure, deface, remove, cut or damage any of
the trees, plants, shrubs, turf, buildings, structures or fixtures
therein, or any other property of the Township located within a park
in the Township.
(2)
No person shall conduct himself in a manner so as to annoy other
persons using the park for recreational purposes, or to annoy residents
of the Township.
(3)
No person shall injure, destroy, deface or remove any notice,
rule or regulation posted at any place within the Township park.
(4)
No person shall play or cause to be played any radio, stereo,
public address system or any other sound amplification device in a
manner so as to cause of disturbance of the piece or in contradiction
of any other ordinance, rule or regulation as established by the Township
Board of Supervisors.

All parks, playgrounds and outdoor recreational facilities/areas
within the Township shall be open daily to the public between sunrise
and sunset, unless designated for night use and lighted. No person,
other than authorized Township personnel, shall be in any park, playground
or recreational facility/area unless otherwise authorized by the Township
Board of Supervisors. Overnight camping or the parking of recreational
vehicles is strictly prohibited, unless a permit is issued by the
Parks Superintendent.

Use of the parks, fields, pavilions or other Township-owned facilities
by organized groups of 20 or more persons is prohibited without a
permit obtained from the Township of North Fayette Parks and Recreation
Board.
2.
Permits to reserve Township parks, fields, pavilions or other facilities
can be reserved 364 days in advance. Applications must be made on
the form(s) provided by the Township, which are made available at
the Township Municipal Building. The issuance of any permit is conditioned
upon strict adherence to the within rules and regulations, and any
additional ordinances, rules and regulations as may be established
by the Township Board of Supervisors. Violation of any ordinance,
rule or regulation shall be cause for revocation of the permit. The
Township further reserves the right to refuse issuance of a permit,
or to revoke a permit, without cause.

The application for a permit shall be accompanied with a rental fee,
as may be established from time to time by resolution by the Township
Board of Supervisors.
4.
Any picnic table(s) that is moved must be returned to its original
location. Park grills must be extinguished. All trash cans must be
emptied into the closest dumpster and replaced with a new liner. The
use of staples is strictly prohibited in the park. Use of staples
for tablecloths, decorations or signage will result in forfeit of
security deposit.

The rules and regulations described herein shall be conspicuously
posted in all Township of North Fayette parks, playgrounds and recreational
grounds. The posting required by this Part shall be placed and maintained
by the Township of North Fayette Parks and Recreation Director or
designee.

Any person
violating any of the provisions of this Part, upon conviction thereof,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fines and costs, to a term of imprisonment
not to exceed 30 days. Each day that a violation of this Part continues
shall constitute a separate offense.
2.
Each violation
hereunder shall constitute a separate offense, subject to the penalties
provided in the preceding section.
3.
This Part
may be enforced by any of the following: North Fayette Township Code
Enforcement Officer, North Fayette Police Department, and the North
Fayette Township Animal Control Officer or Agency.

All athletic fields in North Fayette Township require a permit
for organized games, practices, tournaments, programs, or fundraisers.
All organized teams must provide a team roster with player names,
ages, addresses and telephone numbers at the beginning of each season.
All organizations using North Fayette Township athletic fields must
furnish an article of insurance prior to any organized games, practices,
tournaments, programs, or fundraisers. A weekly schedule must be submitted
by any organization using the athletic fields on a reoccurring basis.
All athletic organizations, residents, churches, schools, businesses
and nonprofit organizations will be charged for field usage according
to the Township Fee Schedule. Any "pickup" game/practice and/or impromptu
practice with 10 or fewer participants does not require a permit,
however permission must be granted through the Parks and Recreation
Office. All permits are issued by either the Recreation Director or
Parks Maintenance Superintendent. Any changes must be communicated
with the Parks and Recreation Office prior to the scheduled time.
Contact information for the permit holder must be available in case
of unexpected field closure. Failure to comply with the above request
could result in the denial and/or the revocation of an existing permit.

All athletic organizations, residents, churches, schools, businesses,
nonprofit organizations and North Fayette Township recreation sponsored
programs must maintain accurate schedules. The Parks Maintenance Department
will arrange for operations to occur opposite these times to reduce
interference with any field activities. Any unscheduled "pickup" game/practice
and/or impromptu practice with 10 or fewer participants that may interfere
with maintenance is obliged to move when asked by North Fayette Township
personnel. North Fayette Township may close fields at times when fields
are playable for maintenance operations. Notification will be provided
to permit holders prior to scheduled closure if necessary.

Athletic fields will be open or closed based on safe playability.
Daily updates of field closures will be updated daily at www.north-fayette.com.
If fields are listed as "closed" on the Township's website, association
leaders have the opportunity to overwrite the decision since field
playability may improve between the time of the web posting and scheduled
play. This will be done by contacting the appropriate Township authority
in this matter. Similarly, if a field is listed as "open" and precipitation
deteriorates conditions so that field damage or unsafe conditions
ensue, associations are responsible for cancelling or suspending play.

No tournaments shall take place without the consent of North
Fayette Township. Tournaments will be limited to the maximum of 20
teams per tournament. Upon notification from the Parks and Recreation
Department of a scheduled tournament or event beyond normal league
and association play, the Parks Superintendent will schedule staff
to make additional checks of the restrooms and garbage cans in the
vicinity of the activity during the normally scheduled work hours
of 7:00 a.m. and 3:00 p.m. Additionally, the tournament officials
are responsible for designating volunteers or staff during the event
to empty garbage and pick up litter from dugouts, player bench areas,
bleachers, and concession stands for the duration of the event. Collected
garbage and litter should then be deposited in the dumpsters in proximity
to all playing fields throughout the parks.

The Parks Superintendent has the authority and discretion to
close any park, park structure, field or amenity of the Township to
protect the health, safety and welfare of the public.
