No person, association, firm or corporation shall conduct any street parade, street meeting or public gathering of any nature upon any street, sidewalk or public ground in the Borough of Oxford without first having obtained a permit from the Manager. Such permit shall be issued without payment of any fee. The application for such permit shall be made to the Mayor at least five days in advance of the date of such parade, street meeting or other gathering.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate offense.
