After the effective date of this chapter, no subdivision or land development or any lot, sewer, water main, or other improvements in connection therewith shall be laid out, construed, opened, or dedicated for public use or travel or for the common use of occupants of buildings abutting thereon except in accordance with the provisions of this chapter.

The provisions of this chapter shall not apply to a subdivision recorded prior to the effective date of this chapter. The provisions of this chapter shall apply to and control all other land subdivisions within the Borough of Oxford, except as provided for in Subsection 1A, B, and C:
A. 
Any replatting or resubdivision of land, including a change of a recorded plan, shall be considered a new subdivision and shall comply with the provisions of this chapter.
B. 
If an application for approval of a plan, whether preliminary or final, is pending approval or disapproval at the time of the effective date of this chapter, no provision of this chapter shall affect the decision on such application adversely to the applicant, and the applicant shall be entitled to a decision in accordance with the governing ordinances as they stood at the time the application was filed.
C. 
When a subdivider has had an application for approval of a preliminary or final plan approved prior to the effective date of this chapter, no provision in this chapter shall be applied to affect adversely the right of the subdivider to commence and complete any aspect of the approved preliminary or final plan in accordance with the terms of such approval within the time limits established in the Pennsylvania Municipalities Planning Code, 53 P.S. § 10101 et seq.
