1. 
It shall be unlawful for any person or property owner to drill a well for the supply of water within the Borough without first having obtained a permit therefor from the Borough Manager.
2. 
The granting of such permit shall not be unreasonably withheld.
3. 
Such permit shall not be granted if the applicant owns property which abuts a street in which there is a water main constructed or acquired by the Borough.

The grant of a permit under this Part shall not thereafter stop the Borough from enforcement of ordinances requiring property owners owning property which abuts a street in which there is a water main constructed or acquired by the Borough to make connections with such waterline, and enforcement of penalties therefor.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate offense.

The Borough may initiate appropriate action or proceedings at law or in equity to restrain, remedy or abate any violation of this Part.
