It is the purpose of this district to provide an area in the
Borough that permits a broad mix of commercial and light industrial
uses. The PC/LI District serves as a logical transition between the
Borough's neighborhood commercial areas and the existing commercial
and industrial uses in the adjacent municipality.

1. Land and buildings in PC/LI Districts shall be used for only one
of the following purposes and no others unless permitted as an accessory
use or by special exception:
A. Mixed commercial industrial center, including three or more permitted
uses under this section.
B. Retail stores and service establishments, excluding retail gasoline/diesel
fuel facilities, and personal service shops (e.g., barber shop, beauty
salon, shoe repair, tailor, dressmaking, laundry, dry cleaning, and
tattoo parlor).
C. Professional or business office.

D. Restaurants, including fast food restaurants with or without drive-in
service, and bakeries.
E. Banks and related financial institutions.
F. Medical uses and/or clinics including veterinary.
G. Health and fitness center.
H. Research and development, scientific, engineering or testing laboratory.
I. Manufacture, assembly, repair, and/or sale of computers, electronic
equipment, and/or similar small appliances.
J. Manufacture, repair, and sale of jewelry, precision instruments,
musical instruments, optical goods, and similar products.
K. Manufacture, repair, and sale of household goods, lighting, and/or
other home furnishings.
L. Printing or publishing establishment.
M. Administrative activities and offices related to permitted industrial
uses.
O. Retail sale of consumer fireworks, when licensed under and in compliance
with the Pennsylvania State Fireworks Law and all other applicable Borough ordinances and regulations.

1. The following uses shall be the only permitted accessory uses under
the PC/LI District. The uses shall remain incidental to the principal
use:
A. Accessory buildings and uses customarily incidental to the above uses in accordance with §
27-1302.
C. Warehouse or storage of goods, materials, or equipment related to
or used in conjunction with any use permitted by right in this district
provided that no materials are stored outside.

1. The following uses are permitted when a special exception is granted by the Zoning Hearing Board. Standards to be used in applying for and determining whether a special exception should be granted are found in §§
27-1904 and
27-1905:
A. Any light industrial use, light machining, or manufacturing, testing,
repair, storage, or distribution of materials, goods, foodstuffs,
or products similar to the above uses permitted by right.
B. Warehouses for wholesale sales, distribution, or storage provided
no materials are stored outside.
C. Newly constructed/installed communications tower, in accordance with §
27-1305.

1. The following uses are permitted when approved as a conditional use by Borough Council. In addition to compliance with any specific standards cited herein, any proposed conditional use shall comply with the procedures and standards contained in §
27-2009.
B. Bed-and-breakfast operation, in accordance with §
27-1322.
C. Self-service storage warehouse, in accordance with the terms of §
27-1332 of this chapter.

the PC/LI District are listed on the table of PC/LI Zoning District
Area and Bulk Regulations.

1. The following additional regulations shall apply to uses within the
PC/LI District.
A. General regulations, Part 12, subject to the following:
(1)
Section
27-1209, Subsection
1A(4). The minimum interior drive cartway width (with no abutting parking) for a Mixed Commercial Industrial Center shall be 22 feet for one-lane, one-way traffic.
(2)
Section
27-1211, Subsection
1G(6). The minimum parking requirements for a Mixed Commercial Industrial Center shall be three parking spaces per 1,000 square feet of gross leasable floor area.
B. Sign standards, Part 16. In addition to the general sign standards,
the following sign regulations shall apply to all uses in the PC/LI
District. The following signs shall be permitted in the PC/LI District.
(2)
Business signs, provided that:
(a)
No sign shall be visible from the rear of any property when
the rear of that property abuts a residential district, nor shall
any sign be visible from the side of any property when the side of
that property abuts a residential district.
(b)
The total area on one side of all signs placed on or acing any
one street frontage of any one premises shall not exceed 32 square
feet, except in the case of a tract or building housing more than
one commercial use.
(c)
In the case of a building or tract of land housing more than
one use, one permanent directory and one identifying sign for the
building tract may be erected. The area of one side of the permanent
directory shall not exceed 10 square feet for each use housed in said
building or tract. The identifying sign shall not exceed 68 square
feet. In addition, for each use located in that building or on the
same lot, one wall-mounted sign shall be permitted. The area of such
sign shall not exceed 12 square feet for a building at or within 50
feet of street frontage or 27 square feet for a building between 50
feet and 150 feet set back from street frontage or 42 square feet
for a building over 150 feet set back from street frontage, and the
sign may be attached to that portion or the building housing the use.
(d)
No more than two separate signs shall face any one street frontage
for any one use, except in the case of a tract containing a directory
sign.
(3)
Directional signs, provided that the area on one side of a directional
sign shall not exceed two square feet.
(4)
Freestanding signs, provided that:
(a)
No more than two freestanding signs, exclusive of all directional
signs, shall be permitted in a Mixed Commercial Industrial Center,
and no more than one freestanding sign, exclusive of all directional
signs, shall be allowed on any other property in the PC/LI District.
(b)
The area on one side of a freestanding sign shall not exceed
32 square feet, exclusive of all directional signs, except for directory
and identifying signs permitted in accordance with this Part.
(c)
The maximum height of any identifying sign for a mixed commercial
industrial center shall be 25 feet and the maximum height for any
other freestanding sign shall be 15 feet.
