The following words, when used in this Part, shall have the
meanings ascribed to them in this section, except in those instances
where the context clearly indicates otherwise:
BICYCLE
A device propelled by human power and having two tandem wheels.
CHIEF OF POLICE
The Chief of Police of the Borough of Huntingdon or any member
of the Police Department of the Borough designated by him to perform
any of the duties or exercise any of the powers herein vested in the
Chief of Police.
PERSON
Includes every natural person, firm, copartnership, association
or corporation.
PUBLIC HIGHWAY
Any public street, avenue, road, square, alley in control
of the Borough, highway or other public place located in the Borough
of Huntingdon.
TRICYCLE
A three-wheeled vehicle propelled by pedals or hand levers.
Children's toys known as "big wheels" are excluded as well as
tricycles manufactured for small children.
UNICYCLE
Any of various vehicles that have a single wheel and are
propelled by pedals or applied draft.

1. It shall be unlawful for any person to ride or operate a bicycle
upon a public highway unless said bicycle shall first have been properly
registered and tagged as hereinafter provided:
A. Every owner or operator of a new or previously unregistered and untagged
bicycle shall make application for the registration of such bicycle
with the Chief of Police within 15 days after acquiring said bicycle.
In the event that the owner of a bicycle is a minor, the parent, guardian
or person having custody of such minor shall make such application
on behalf of the minor.
B. Registration of bicycles shall be serially numbered and kept on file
by the Chief of Police in his office as a public record. Such record
shall include all information necessary to carry out the intent of
this Part.
C. The Chief of Police, upon receiving proper registration of a bicycle,
shall affix or cause to be affixed to the bicycle an identification
tag or plate, serially numbered to correspond to the bicycle's
registration, in such position as to be plainly visible from the rear.
A registration card shall be issued to the owner of each properly
registered bicycle. The operator of a bicycle shall display his owner
registration card or produce satisfactory proof that the owner has
such registration card upon the demand of any police officer.
D. A fee in an amount as established from time to time by resolution
of Borough Council shall be charged for the initial registration and
tagging of any bicycle. The initial registration and tagging of any
bicycle will be valid for the life of the bicycle, regardless of whether
ownership of the bicycle changes. Upon application and satisfactory
evidence of the loss of a tag or registration card, a new tag or card
will be issued upon payment of a fee in an amount as established from
time to time by resolution of Borough Council.
E. Within 15 days after the sale, transfer or dismantling of any registered
bicycle, such information shall be reported to the Chief of Police
by either party. Such a person may have the registration tag of his
former bicycle transferred to another bicycle owned by him without
cost.
F. A rental agency shall not rent or offer any bicycle for rent unless
the bicycle is properly registered and tagged.
G. It shall be unlawful for any person willfully or maliciously to remove,
destroy, mutilate or alter the registration tag or frame number of
any bicycle or the registration card issued to the owner thereof.

1. Unless otherwise required by law, it shall be unlawful for any person
to operate or use any bicycle upon a public highway in violation of
any of the following regulations:
A. Any child under age 12 operating a bicycle on the sidewalk must do
so in a safe manner.
B. Bicycles shall not be operated on the sidewalks by any person age
12 and over.
C. Bicycle helmet is mandatory for any child under the age of 12. Helmets
are also required for children who are riding in a bicycle retraining
seat or in a trailer being towed by a bicycle.
D. The operator of a bicycle shall not cling or hold on or be fastened
to any other moving vehicle or tow or draw any coaster, sled, person
on roller skates, toy vehicle or other similar vehicle.
E. The operator of a bicycle shall park same off the roadway along the
curb; or upon the sidewalk in a rack to support the bicycle; or against
a building, except windows or glass doors thereof, in such a manner
as to afford the least obstruction to pedestrian or vehicular traffic.

Any person violating or assisting in the violation of any provision
of this Part, upon conviction thereof, shall be sentenced to pay a
fine of $10 and costs of prosecution; provided, that any violation
of any provision of this Part which also constitutes a violation of
any provision of the laws of Pennsylvania shall be prosecuted under
the applicable law and not under this Part; provided, further, that
the magisterial district judge of other court imposing a penalty for
violation of any provision of this Part shall, within five days thereafter,
report the same to the Chief of Police who, at his discretion, may
suspend the registration of the bicycle operated by such violator
for not longer than 10 days or, in case the violation shall have been
of a provision of this Part requiring certain equipment on the bicycle,
until such equipment shall have been brought into conformity with
the requirements of this Part.
