At such times as may be designated by Council in each calendar
year, all property owners within the Borough of Huntingdon shall be
responsible for gathering leaves on his or her property.

For each calendar year, Borough Council will adopt by resolution
the procedure for leaf collection. In that regard, leaves shall be
either bagged or rolled to the curb as directed by Council in its
resolution. The leaves shall be placed at the curb-line for collection.

1. Property owners will be required to furnish at their own expense
leaf disposal bags in accordance with the following specifications:
A. Plastic leaf bags shall be a minimum of 1.75 millimeters or greater
in thickness and biodegradable.
B. Paper leaf bags shall be of the double-sheath type and shall be biodegradable.

Any person, firm or corporation who shall violate any provision
of this Part, upon conviction thereof, shall be sentenced to a fine
of not more than $1,000 plus costs and, in default of payment of said
fine and costs, to a term of imprisonment not to exceed 30 days. Each
day that a violation of this Part continues or each section of this
Part which shall be found to have been violated shall constitute a
separate offense.
