This local law shall be known and may be cited as "Local Law No. 4, 2016, amending the local laws of the Town of Halfmoon by adding Chapter 33 entitled, "Town Clerk," which authorizes the Town Clerk to appoint not more than four Deputy Town Clerks. This local law is hereby adopted pursuant to the provisions of Section 10 of the NYS Municipal Home Rule Law and Section 10 of the NYS Statute of Local Governments. It is the intent of the Town Board pursuant to Section 10 of the NYS Municipal Home Rule Law to supersede the provisions of Section 30(10) of the New York State Town Law relating to the number of Deputy Town Clerk appointments the Town Clerk is permitted to make.
A.
The local laws of the Town of Halfmoon are hereby amended to increase
the number of Deputy Town Clerks that may be appointed by the Town
Clerk.
B.
Appointment of Deputy Town Clerks. The Town Clerk of the Town of
Halfmoon may appoint up to four Deputy Town Clerks to serve at the
same time. The position of Deputy Town Clerk shall be funded pursuant
to the adoption of the Town Budget, subject to amendment via resolution,
by the Town Board. The Town Clerk shall have no authority regarding
the salary determination for the appointed Deputy Clerks.
