The Municipal Home Rule Law shall have general application within
the County of Dutchess except where inconsistent with the provisions
of this Charter.
The courts shall take judicial notice of this Charter and of
all local laws, ordinances, legalizing acts, resolutions, codes and
regulations adopted or promulgated pursuant to this Charter.
If any provision of this Charter shall be adjudged invalid by
a court of competent jurisdiction, such adjudication shall not affect,
impair or invalidate the remainder hereof.
This Charter shall be construed liberally to effect the objects
and purpose hereof.
This Charter may be amended by local law subject to referendum
when so provided by the Municipal Home Rule Law.
